West Sechelt Community Association

Minutes of Inaugural Meeting, November 02, 2006

Attendance:  approximately 35 people, plus Chair and four directors

 

1.  Treasurer’s Report was read by Nancy Leathley.  Balance in account is $468.82. Expenses were $259.09 for incorporation, $114.82 for the mail out and sundries and 42.27 for bank cheques.

Report was adopted.

 

2.  Minutes of the last directors’ meeting were read and adopted. A member suggested that a more full account of Association activities be available to members.  Ken Matheson described the web site and its future use for this purpose.

 

3. Chairperson Ken Matheson gave an overview of the association’s activities to date:

 

a)      .acting as a watchdog in council and related meetings (ongoing)

b)      providing representation and support to SCAF (the umbrella group for all DoS community associations

c)      keeping an eye on sewer and water systems and expansion

d)      have participated in securing two beach accesses this year

e)      worked on a Sechelt sign by-law

f)        represented West Sechelt citizens in several development project meeting including Silverback, Silverstone, Clayton/Trail Bay, McLean/etc, The Trails, Lot 6 subdivision on Nickerson Rd.

g)      submitted a list of capital items for the next five years, which are subject to update each year

 

4.  The Chair described the capital items applied for in a recent submission:

 

a)      After consultation with the immediate neighbours of the Pacific View Park we have applied to the District for a name change. It is to be called the Walter Burtnick Memorial park.

b)      Continue sidewalk on Nickerson road starting from just above Oracle and continue down to Norwest Bay road or widen asphalt with walking lane. The important factor is a proper walking area off the road.

c)      Complete asphalt widening on Mason Road starting from Meier road and extending to highway101 c/w walking lane. This will lead to the new Mason road Park/ Wakefield.  This is very important to the school children and parents in this area.

d)      Continue sidewalk on Norwest Bay road starting from between Jasper and Derby and extend down to Highway 101.This arterial road is getting extremely busy and in the very near future the traffic impact will be greater yet.

e)      Establish 1 or 2 undeveloped public beach accesses per year as designated in the neighborhood plan. Beach access at the foot of Leanne would be a priority followed by Trail Island drive beach access.

f)        Development of Pacific View Park (sometimes referred to as Mica or Baille). Our thoughts are to have this area cleared, construct a pathway from the north end and connecting to the 2 existing south and west pathways. A bench at the north and south ends. Grass seed, poppies or wild flowers and installation of a doggy litter bag station. Clear out scrub trees (only a few there).

g)      A right hand turning lane off Highway 101 turning onto Norwest Bay road. If this project should be carried out at the time of developing the Sangara property then we would suggest in the mean time the DOS beautify the corner. At the present time it is being used as a used car sales lot.

 

5.  Nancy Leathley, a member of the DoS Visioning Committee, gave a report and asked for volunteers to attend two SCAF/Visioning meetings.  The following people agreed:

6.  The chair asked for volunteers to serve on sub-committees.  The following members came forward:

            .sewer – Bob Siegerist

            .parks and recreation – Mickey Wagman, Chris Allen, Bill Endert,

            .Water resources – Norma Mitravitz, Richard Crawshay, John Bell

            .sign-building and erecting – Ted Laturnus

            .newsletter – no volunteers

 

7.   Members were asked to give suggestions for changes they wish to support in West Sechelt.  The following suggestions were made:

 

            .Re Norwest Bay Road:  need white strip on turn-off from highway to indicate outer edge of road, removal of passing lane in front of Norwest Bay/101 highway, removal of all signs from foot of Norwest Bay/101 highway, erection of stoplight at Norwest Bay/101 highway.

            .support for inland highway

 

8.  Meeting adjourned at 8:54.
